Not only is this obnoxious, it doesn't sound legal. Do you think they're just counting on nobody getting riled up enough to press charges, or does the publishing of personal information have to be accompanied by some kind of threat in order to violate law? What state are they based out of, anyway?

I wouldn't worry about it too much, it seems that all the people going to look have overloaded their bandwidth and now they are asking for money.
