Use the VVC guidelines on preparing the MPEG2 files
The PC software I use to author the DVD is TMPENG DVD Author. I got a 'demo" copy (cough cough).
Burning - Here I am a bit fuzzier, since my burning is done on the Mac. But theoroteically, once you have your VIDEO_TS folder created, you can using burning software to make an "image" of it, and copy it from there using the DVD burner (similar to what people do when they need to make mutiple copies of CDs).
