So I'm getting around the funky export problems by exporting in super-small chunks (ie. by cut) and only frame-by-frame exporting the high problem areas.
Come to think of it, I'm not really surprised that my computer is freaking out. Every clip of my vid is position/scale tweaked, every clip of my vid is color tweaked, about 25% of it timewarped, and then you have situations like this:

See those keyframes? That's for one clip, and I have sixteen of these types of clips (of various lengths) in my vid. That clip was originally blue, ~23% less zoomed out, and has 3 layers.

The effect constrained was placing a "garbage matte" before the gaussian blur effect; or really any matte will do, but "garbage mattes" give more control.
